The Definitive Country Almanac: The Lesser Crowns — Part 1#

Kethra Almanac • Approved 19 September 2026 • drafted 18 September 2026 • Sections 1–4 (Sections 5–8 are in Part 2)

Status: approved. Briana approved the whole almanac on 19 September 2026 (the Almanac Approval Decision). Where this file calls something a proposal, read it as approved, except the open points that decision lists.

Status before approval:

  • Established in earlier files, and taken as given here (proposals there too, unless the spine's canon table covers them): the Lesser Crowns are seven small monarchies and republics west and north-west of the Caldren Crown, with 128 million people, all members of the Homeworld Assembly and bound to the Crown by the Stair Accord (AL 2032).
  • Proposal: everything else, including the names of the seven states. It is built on the spine and agrees with the Caldren Crown almanac.

Reading note. The Lesser Crowns are not one country. They are seven sovereign states that trade as one market and speak with one voice in the Council of the Lesser Crowns. This almanac answers every section for the bloc, then gives each state its own profile. Every city, town, garrison and port named here is in the interactive Atlas, and the complete list is the generated Register of the Lesser Crowns.

Map of the Lesser Crowns: seven states west and north-west of the Caldren Crown on the continent of Calathe, with their capitals, towns and garrisons
The seven states of the Lesser Crowns, AL 2314. Borders are measured and match the Atlas. Brightwick is an enclave inside Arvenne.

Section 1: National Overview & Identity#

Official Name & Etymology#

  • Formal name of the bloc: The Council of the Lesser Crowns under the Stair Accord
  • Short name: the Lesser Crowns, or the Seven.
  • Adjective: Crownish is avoided; people say "Stair-side", or name their own state. People: Arvennish, Cordalese, Pellmoorish, Hastholmer, Sallowman or Sallowwoman, Ormsbyan, Brightwicker.

Where the name comes from. After the Salt Wars, the Treaty of Hollowby (AL 1242) fixed the order in which monarchs would be seated at Crown ceremonies. The Crown's heralds wrote the western kings and princes into the rolls as the lesser crowns of the Stair. It was a ranking of precedence and it was meant to sting. For eight centuries the western states resented it.

In AL 2032, when the seven signed the Stair Accord, they took the name on purpose. Queen Liane IV of Arvenne said at the signing: "Lesser in size. Not in standing." The phrase is on the Council's seal.

What others call them:

Who Name Meaning
The capital (Selenne) "the Lesser Crowns", "the Seven" Formal, and faintly fond
The frontier (Kethra) "the Little Kings" Eldvang settlers mock anyone who still keeps a throne
The Vardane Imperium "the Crown's porch" The land an army would cross first
Themselves "the Seven", "Stair-side" Solidarity, or the Stair coast they share

Name check (principle 3). Ormsby is a real English place name, and sallow is an English word for a willow; both suit these states and neither is a prominent name in fiction or games. No prominent clashes were found for Arvenne, Cordale, Pellmoor, Hastholm or Brightwick. The choice stays Briana's.

National Symbols#

There is no single flag of a state, because there is no single state. The bloc flies the Stair Accord flag, and each member flies its own.

Stair Accord flag: a purple field with a stepped lighter-purple stair and seven gold discs in an arc
The Stair Accord
Seal of the Council of the Lesser Crowns: seven small crowns in a ring around a golden stair, with the words Seven Crowns, One Stair
The Council's seal
Symbol Description Meaning
Bloc flag: the Stair Accord flag A purple field; a lighter purple stair of five steps rising to the right; seven gold discs in an arc above it The raised beaches of the Stair coast that all seven share, and the seven states
Seal of the Council Seven small gold crowns, each on a band of its state's colour, in a ring around a golden stair of seven steps Seven equals, climbing together
Motto Seven Crowns, One Stair Adopted AL 2032
Unofficial motto Lesser in size, not in standing Queen Liane IV's words at the signing
Anthem None shared. At Council sessions a wordless hymn, The Steps, is played, so that no state's words come first.
Bloc colour Purple Chosen in 2032 because no member's flag used it as a main colour. Pellmoor adopted purple later, in 2071, and is still teased for it.

The State Profile#

What it is A bloc of seven sovereign states: three kingdoms (Arvenne, Sallow, Ormsby), a principality (Cordale), a duchy (Hastholm), a republic (Pellmoor) and a free city (Brightwick).
Seat of the Council Arvenne, the eldest capital. The Stair Accord Secretariat stands on the city's upper steps.
Speaker of the Council, AL 2314 President Liz Hale of Pellmoor. The Speakership rotates every year in order of seniority, beginning with Arvenne in AL 2033. Sallow follows in 2315. (Proposal.)
Population 128.0 million (AL 2314)
Land area 11.92 million km², measured from the Atlas borders. Larger than the Crown's 5.9 million km², but far emptier.
Gardenland 4.6 million km², 39% of the land. The rest is native Wild, much of it moor, mere and northern forest.
Language Landspeech, with strong regional forms (see Section 4)
Currency The crown (Cr) in six states under the Accord. Cordale keeps its own ducat, pegged at 1 ducat = Cr 1.20.
Combined GDP Cr 4.02 trillion; Cr 31,400 per head (see Part 2)
Calendar The Crown Reckoning (AL) in all seven. Sallow's fens and Ormsby's north still keep moon-dating informally.
Time Two zones: Stair time (Arvenne, Cordale, Brightwick, Hastholm) and West time (Pellmoor, Sallow, Ormsby), one hour behind.
Memberships All seven are members of the Homeworld Assembly (seven of its 15 votes). All seven belong to the Stair Accord with the Crown.

2291 The Armistice of Saltline
2296–2304 A generation of new rulers: Valeska III of Cordale (2296), Nesta IV of Sallow (2299), Clemence I of Arvenne (2302), Lark Vintner of Brightwick (2304)
2313 Liz Hale is elected President of Pellmoor on a promise to resist the Shield Clause
2314 The present. The Council debates the Crown's proposed Shield Clause (Crown garrisons on Stair-side soil) and the Crown's Seeding Limits Bill, which the Seven fear will be pressed on them next. Brightwick elects a First Burgess at the year's end.

Section 2: Geography & Environment#

Physical Geography#

The Lesser Crowns fill the north-west of Calathe, the northern heartland continent where Landfall happened.

Extent From the Girdle Sea coast (about 33° N) to the edge of the Rime marches (about 57° N), and from the Crown's border (about 13° W to 25° W) to the Wild march (about 79° W)
Borders The Caldren Crown to the east and south-east. The Rime marches to the north. The Wild march, unclaimed native Wild, to the west. The Girdle Sea to the south.
Coast Only three states touch the sea, all on the Girdle Sea: Pellmoor (the longest coast), Cordale and Arvenne (a short stretch at Arvenmouth). Hastholm, Sallow, Ormsby and Brightwick are landlocked; the Rime marches lie between Ormsby and the northern sea. Sallow's "port", Meremouth, is a lake port on the Sallow Meres.
Enclave Brightwick lies entirely inside Arvenne, 63,000 km² of city and farmland in the Arvennish downs

Topography & Landforms#

Landform Where Notes
The Stair coast Arvenne, Cordale, Pellmoor The raised beaches of past hot eras, step above step. Vineyards on the upper steps. The youngest step, about 12 m up, will flood again in the coming hot era.
The Hollow Downs Arvenne Chalk downs grazed by Earthkin sheep since the Kindling. Arvenne's wool country.
The Pellmoor high moors Pellmoor Peat and heather over tin and coal. Mist half the year.
The Irondown hills Hastholm Iron ore and old forest. The Duchy's forges.
The Sallow Meres Sallow About 74,000 km² of lakes, channels and blackreed beds, the largest outside the Crown's Lowfen. The kingdom's heart and its moat.
Whitefell Ormsby The highest peak of the Lesser Crowns (5,210 m), on Ormsby's flag
The northern forest Ormsby Native high forest, and Earthkin pine plantations cut from it
The Wild march West of Pellmoor and Sallow Unclaimed native Wild running to Calathe's west coast

Climate & Weather#

  • Continental. Warmer and drier on the Stair coast; cold, wet and long-wintered in the north.
  • Red nights. Northern winters are lit by Hyperion's red nights. In Ormsby, the winter nights are never fully dark. Old Ormsbyans say the red nights are brighter than in their youth, and they are right: Hyperion is approaching (see the spine).
  • Ember storms come off the Girdle Sea in late summer. Cordale's harbour walls were built for them.
  • Mere fog in Sallow is thick enough to close the rail line for days in autumn.
Place Coldest month mean Warmest month mean Rain and snow a year
Arvenne 4 °C 23 °C 720 mm
Port Serell 8 °C 26 °C 610 mm
Pellmoor 1 °C 19 °C 1,180 mm
Sallow −3 °C 21 °C 880 mm
Irondown −6 °C 20 °C 790 mm
Ormsby −17 °C 15 °C 540 mm

Flora & Fauna#

  • Earthkin (Earth-descended) life fills the gardenland: wheat, barley, vines, apples, sheep, horses, cattle and bees.
  • Native Wild covers the rest. Native life is mostly indigestible to humans and some of it is toxic (see Chapter I).
  • Blackreed grows in the Sallow Meres as well as the Crown's Lowfen. It is the building reed of the north, used for the dark eaves in Crown architecture.
  • Shalebacks, six-legged armoured grazers, cross the Hastholm and Ormsby uplands in herds. Railways stop for them.
  • Gloamwings swarm on red nights. Their wing-dust causes rustlung in forest and reed workers.
  • Protected Wild: the Whitefell Wild (Ormsby, 210,000 km²) and the Inner Meres (Sallow, 18,000 km²).

Natural Resources#

Resource Where Notes
Wool and cloth Arvenne The Kingdom's old wealth
Stair wine Cordale, Arvenne Rivals the Crown's own vintages
Tin and coal Pellmoor Deep mines under the moors; the source of the Republic's labour movement
Iron Hastholm (Irondown) The main iron of Calathe outside the Crown
Timber Ormsby, Hastholm Earthkin pine plantations
Blackreed Sallow Building material and fibre
Glass sand and indigo Brightwick Indigo glass for half the Crown's windows
Gardenland All The Seven keep converting Wild to gardenland, which is why the Crown's Seeding Limits Bill alarms them

Section 3: History & Chronology#

The Kindling and the First Crowns#

When the Silence ended, the Stair coast west of the Thess was the Founders' outer edge. Families moved west in the Kindling (about AL 400–812), following the raised beaches and the rivers. They carried Earthkin sheep, vines and horses, and walled their farmsteads against the Wild.

  • Arvenne was the first chiefdom to take a crown, in AL 861. It is still "the eldest".
  • Pellmoor followed in 912, Sallow in 1015, Cordale in 1022, Hastholm in 1109, Ormsby in 1203.
  • Brightwick was never a kingdom. It was Arvenne's wool market until its guilds bought the city's freedom in AL 1344.

Sallow and the Captain. The Kingdom of Sallow takes its name from Ingrid Sallow, captain of the Lodestar, one of the Three Captains who brought the ships down (Chapter IV). House Meresby claimed her descent. Whether it is true no one can prove; the claim is the reason Sallow's queens sit first at Landfall Day in Aletheia, ahead of monarchs of larger states. (Proposal.)

Founding & Sovereignty#

The seven are old states with separate histories. They became a bloc only in the modern era.

  • The Treaty of Hollowby (1242) ranked them as "lesser crowns" in Crown ceremony.
  • The War of the Seven (1466–1471) taught them what fighting each other costs. The Peace of Tarn Cross created a standing Conference of the Stair that met every seven years.
  • The Pellmoor Revolution (1788) made one of them a republic. The other monarchs feared it would spread; it did not, but every monarchy in the bloc has had a written constitution since the 1800s.
  • The Stair Accord (2032) turned the Conference into the Council of the Lesser Crowns, and made a customs union with the Crown.

Modern Era#

The Iron Winter (2141–2146). The Lesser Crowns had no frame industry. Their volunteers crewed borrowed Crown and mixed-nation frames against the Sentinels. The lesson produced the Stair Accord Frame Company in 2152.

The Corridor War (2279–2291). The Seven were not attacked on land, but they paid:

  • Cordale sent its frame company and convoy escorts. Imperial raiders sank most of the Serell convoys in 2283–2284.
  • The Lean Years (2285–2290). The Imperium's phosphate cut starved the Lesser Crowns' thin northern soils. About 1.1 million excess deaths across the Seven, more in proportion than in the Crown.
  • The Seven learned that "safety behind the Crown" also means being the land an army would cross first.

The present (2314). A new generation of rulers took office after the war. The Council faces two Crown proposals:

  • The Shield Clause: Crown garrisons on Stair-side soil, paid for by the Crown. Arvenne and Cordale favour it; Pellmoor and Sallow oppose it; Hastholm wants its own army strengthened instead.
  • The Seeding Limits Bill: now before the Crown's Hall of Voices, it would cap new gardenland. It does not bind the Seven, but the Crown wants the Accord to follow. The Seven's farmers want to keep seeding.

Historical Rulers & Leaders#

Complete rosters for every state. Regnal numbers count each name separately within each state. A name in bold is the ruler in AL 2314. (All proposal. The rosters were generated from a fixed seed with mixed name pools, so that no single Earth culture owns any state; see the naming principles.)

Figures every Stair-side child knows#

Figure Dates Why remembered

Captain Ingrid Sallow Landfall One of the Three Captains; claimed ancestor of Sallow's kings
The Brightwick Forty 1344 The forty guild masters who signed the city's purchase of freedom

Queen Liane IV of Arvenne 2032 "Lesser in size. Not in standing."
Captain Oriel Dace 2284 Commanded the last escort of the Serell convoys. Brought 11 of 40 ships home.

Section 4: Demographics & Society#

Population Metrics#

Chart comparing the seven states' populations and land areas
People and land, state by state. Hastholm is the largest in land; Arvenne has the most people.
Metric Value
Total population 128.0 million (AL 2314)
Density 10.7 per km² of land; 27.8 per km² of gardenland (128 ÷ 4.6), about a third of the Crown's 82
Urbanisation 61%
Median age 39
Fertility 1.9 births per woman
Life expectancy at birth 71 K-yr (about 78 Earth years)

Working for urbanisation. Calathe as a whole is 68% urban (Chapter I) and the Crown is 72%. (0.68 × 342 − 0.72 × 214.3) ÷ 128 = 61%.

State Population (millions) Urban share Largest city Other cities and towns
Arvenne 31 63% Arvenne (4.1 million) Arvenmouth, Quellin, Hollowby
Cordale 22 71% Port Serell (3.6 million) Cordale (the capital, 2.2 million), Ambrey
Pellmoor 19 58% Pellmoor (2.4 million) Westhaven, Grimholt, Tarn Cross
Ormsby 17 49% Ormsby (1.9 million) Northcombe, Skellan, Whitefell
Hastholm 16 55% Irondown (2.0 million) Hastholm (the capital, 1.1 million), Kellmoor, Wychford
Sallow 14 47% Sallow (1.3 million) Meremouth, Reedwater
Brightwick 9 88% Brightwick (7.9 million)

Language & Descent#

  • Landspeech everywhere, with regional forms:
    • Stair burr in Arvenne, Cordale and Brightwick: soft, and close to the capital's speech;
    • Moor-talk in Pellmoor: fast, clipped, full of mining words;
    • Mere-speech in Sallow: slow, with old words the capital has lost;
    • Northern in Ormsby and Hastholm: the frontier's names for the stars (Sól, Surtr, Máni, Hati) are common here, though these are not frontier people.
  • Songed descent. The Great Charter abolished the Songed and Unsonged distinction in the Crown in 1733. Arvenne followed in 1741, Cordale not until 1820. Old Cordalese families still keep their song-lines.

Religion & Belief Systems#

Belief Adherents
The Cantorate 66%
of whom Literalist on the Return about 70% of the faithful: the farming north and west
of whom Stewardship school about 30% of the faithful, strongest in Brightwick and Cordale
The Wolf Rite 2%, mostly in the Ormsby timber camps
The Ashward 1%
Plain Reckoners 6%, strongest in Pellmoor
Other 3%
No affiliation 22%
  • Sallow's Mere Choirs sing the Canon from boats on Song-Night: the most famous sight in the Seven.
  • The Literalist north sees the Seeding as a duty, which is why the Seeding Limits Bill is a religious question here as well as a farming one.

Public Health#

  • Each state runs its own health service. All seven accept Hearth Care cards from the Crown under the Accord.
  • Rustlung is the worst occupational disease, in the Ormsby forests and the Sallow Meres.
  • The Lean Years left a generation shorter than its parents. Doctors call people born 2284–2290 "the lean-born".

Education#

Metric Value
Literacy 97.1%
School Free and compulsory from 5 to 15 (K-yr) in all seven
Tertiary enrolment 36% of young people

Great institutions:

  • The College of Arvenne (founded AL 1102), the oldest west of the Thess
  • The Cordale School of Navigation and Finance
  • The Pellmoor Miners' Institute, founded by the unions, now a university
  • The Ormsby Observatory, which listens and never transmits. It studies the sky under the long red winters.
