Status: approved. Briana approved the whole almanac on 19 September 2026 (the Almanac Approval Decision). Where this file calls something a proposal, read it as approved, except the open points that decision lists.

Status before approval: Everything here is a proposal built on the spine. Figures are for AL 2314.

Section 5: Government, Law & Politics#

Constitutional Framework#

The Crown has no single written constitution. Its constitution is three foundational charters, plus the statutes and settled conventions built on them.

The Crown is also bound by the three Assembly Accords (Quiet Sky, Frame, Mending), which take precedence over Crown law in their fields.

The three branches of government:

• Executive. The monarch is the formal head. Real power lies with the First Voice and the Cabinet of Offices, who are answerable to the Hall of Voices.
• Legislative. Parliament: the Crown, the Council of Houses and the Hall of Voices.
• Judicial. The courts, headed by the High Bench. They are independent under the Great Charter.

The monarch's reserve powers. These are used only in a constitutional crisis:

• Refusing to dissolve Parliament.
• Choosing a First Voice when no one commands a majority.
• Declaring a Hedge Emergency, a national emergency declaration last used in the Iron Winter.

Elisande II has used none of them, although she came close in AL 2289.

The Legislature#

The Council of Houses (upper chamber): 144 seats#

The Council revises and delays. It can hold up ordinary bills for one Kethran year, but cannot block money bills. It also serves as the court of honour for disputes between Houses.

The Hall of Voices (lower chamber): 420 seats#

• Election: a mixed-member system. 260 constituency seats are elected in single-member districts, where the leading candidate wins; 160 list seats are allocated by party vote share across each Reach. Terms are five Kethran years.
• The vote: every citizen aged 16 and over, including those in the Crown Holds (12 seats, part of the 260) and in Crown orbital habitats (3 seats).
• Current composition (elected AL 2311):

The government. Charter–Guildist coalition: 205 seats. It is six short of a majority and governs with a confidence-and-supply agreement with the Southern Accord, which gives it 224 in practice. The Accord's price is the Charter Reform Bill. The Seeding Limits Bill divides the Charter Party itself. First Voice Danmark's majority is thinner than it looks.

The Judiciary#

• Legal tradition: common law (law built on judges' past decisions) within the charters. Precedent is binding.
• Court structure:
  1. Lower Courts (magistrates)
  2. Assizes: serious crime, with a 12-person jury drawn by lot
  3. The Court of Appeal
  4. The High Bench: 9 Justices, appointed for life by the Crown on the advice of an independent Bench Commission. It can strike down laws that conflict with the Charter of Rights.
• Special courts:
  • Cantorate courts for family-song matters, which can be appealed to civil courts since AL 1964.
  • Accord Tribunals, Assembly courts that sit in Aletheia.
  • Courts-martial.
  • The Charter Court, for seeding and land-charter disputes. Its docket is two years behind.
• Law enforcement: the Wardens (Reach and Aletheia), the Crown Inquiry Office, the Tide Wardens, the Hedge Rangers and the Military Provosts. See Chapter II, 2.4.
• Prisons: 31 Keeps, holding about 94,000 people. The Belt Indenture scheme, in which prisoners volunteer for belt labour in exchange for a shorter sentence, is under judicial review.

Administrative Divisions#

The Crown's home territory is divided into 12 Reaches and the Aletheia Capital District. Each Reach has:

• an elected Reach Council, which runs schools, local roads, water and Hedge management;
• a Crown Reeve, the monarch's ceremonial representative;
• a Precentor of the Cantorate.

Towns have Burgh councils.

Overseas territories#

The Crown Holds are counted in Eldvang's 142 million. Pharos Isle is counted in the Line Isles' 40 million.

Foreign Relations & Defense#

Memberships#

• Homeworld Assembly: founding member (AL 2150), host state, and holder of a permanent seat on the Accord Council.
• The Stair Accord: a customs union with the seven Lesser Crowns (AL 2032). Its terms are in the Lesser Crowns almanac.
• The Assembly Clearing House: founder, and the crown is the settlement currency.
• The Line Carriage Convention (AL 1242, renewed): guarantees neutral carriage and free-port status for the Line.

Diplomatic priorities and relations#

These follow the draft relationship register where it applies.

Defence#

Defence budget: Cr 236 billion, 2.4% of GDP. It has fallen from 7.1% during the Corridor War.

Conscription: none since AL 2291. Hedge duty in the Crown Holds is a local obligation, not military service.

Section 6: Economy, Infrastructure & Industry#

Macroeconomics#

Key Industries#

Main imports: Oreth phosphate (by far the largest), thorium sands, fusion fuel via Vesper, belt metals, rare earths from Eldvang, and Ilyr-licensed components.

Technology hubs:

• Thessane: frames and fusion.
• Hollin: astronomy, medicine, Weave software.
• Irongate: frame design.
• The Exchange district: financial technology.

Tourism: about 14 million pilgrim visits a year to Landfall, especially at Landfall Day. The capital's Song-Night draws visitors from across the planet. There is frame-racing tourism at the Thessane Ring.

Finance & Banking#

• The Bank of Aletheia, chartered AL 1698, is the central bank. It issues the crown, sets rates (currently 4.25%), and supervises the chartered banks. It is independent of the Treasury by statute (AL 2002).
• The Aletheia Exchange is Kethra's largest market in securities and commodities. Grain, phosphate and seeding-charter futures are traded here: bets on the future value of land conversion. The Holds say these futures make frontier farmland a capital gamble.
• The chartered banks: Harrowgate Bank, the Thess & Corran, the Stairward Mutual (owned by its savers), and the Seedwright Trust (seeding loans).
• Taxation:
  • Income tax: 12–45%, in bands.
  • Market duty: 15% on sales (a VAT).
  • Hearth rate: property tax, collected by the Reaches.
  • Seeding levy: on new charters. Contested.
  • Tide levy: coastal property, funding the Long Gate. Rising.
  • Corporate tax: 22%.
  • The Cantorate is not funded by taxes. It lives on endowments, Register fees and offerings.

Traditional calendars: the Crown Reckoning is official. Moon-dating (the Hold Reckoning) is used informally by Eldvang returnees, Line families and fishers.

Culinary Traditions#

The rules of the kitchen:

• Earthkin food is the centre.
• The Wild-press is kept separate, and poorer households own one.
• Nothing that feeds is wasted.

National dishes:

Regional staples:

• Riverwend: wheat and grain dishes.
• Saltreach: kelp, salt fish and iodised-salt pickles.
• Warmreach: tea, rice and fruit.
• Ashcombe: mutton and flatbread.
• The Tidewards: Wild bread, cheap and filling, eaten by people with a strong Gift.

Cooking:

• Hearth ovens, and slow cooking through the long red nights.
• Pickling and smoking, which matter because of iodine and the long winters.

Drink:

Arts & Literature#

Defining works:

Architecture. Stairwork: gold sea-stone terraces, blackreed eaves, indigo glass and song-bands (see Chapter III). The Great Choir and the Hall of Voices are its masterpieces.

Music:

• The choir tradition is the core: every town has a Cantorate choir, and choral competitions are major events.
• Tide-songs are dockers' and fishers' work songs, timed to the tides.
• Wolf-reels are fiddle dance music from Eldvang, popular in the Tidewards and among returnees.
• Frame-hymns are military choruses.
• Folklore: see Chapter IV, 4.5.

Visual arts. Glassmoth-and-red-night painting is a capital favourite. Frontier ember-cloak weaving is collected in the Crown as folk art.

Sports & Recreation#

The Assembly Games. A planetary multi-sport games held every four Kethran years since AL 2152 and hosted in turn by member states. The Crown has topped the medal table 9 times out of 41. It hosted in AL 2152, 2200, 2248 and 2296. The Imperium boycotted the Games of AL 2280, 2284 and 2288.

Popular pastimes:

• Choir singing.
• Stair-garden beekeeping, for those with a Warden licence.
• Red-night walks.
• Frame-league betting.
• Genealogy: tracing one's song.

Social Norms & Etiquette#

• Traditional dress:
  • The stepcoat, a long, fitted indigo coat, is formal wear.
  • Song-rings mark lineage (Chapter II).
  • Women and men dress alike in formal wear.
  • Frontier returnees keep Gift-line marks on the cheek.
• Greetings:
  • Formal: "Light on your house." The answer is "And song on yours."
  • Everyday: "Good step."
  • A slight bow from the neck. Handshakes among the Commons.
• Ye and thou. Strangers are always ye. Using thou too soon is presumptuous.
• At the door. Take off your shoes at the tide-step. Never enter a hearth-room on a first visit unless invited.
• At table:
  • Never offer Wild bread to a guest.
  • Finish what you are served.
  • The eldest present blesses the meal: "Of the Founders' seed."
• At night. Never open someone else's night-shutters. Keep quiet in the red season, when everyone is short of sleep.
• Unmapping Day. Keep silent in public.
• What is valued:
  • Composure.
  • Eloquence.
  • Remembering names and songs.
  • Punctuality. The tides do not wait, and neither does the Stair.
• What is noticed:
  • Which step you live on.
  • Which calendar you date by.
  • Whether you say Selenne or Kethra.

Working for Hyperion's contribution: this is the extra heat it delivers at its distance in each year, taken from the orbit in the spine. The orbit is about 3,500 Earth years long, which is 3,204 Kethran years. Hyperion was about 217 AU away in AL 2250, about 207 AU in AL 2279, about 203 AU in AL 2291 and about 195.5 AU in AL 2314. Heat falls with the square of distance: 290 ÷ distance².
